West Midlands Fire Service has now completed its search for the information requested on 15th November 2023. 

Please find below a summary of our findings.


Please accept the following as an FOI request. 

Regarding the appointment process for the public office of Chief Fire Officer in early 2023. 

Can you confirm that the only applicants interviewed were; 

xxxx – then Temporary Chief Fire Officer/formerly Deputy CFO of West Midlands. 

Dan Quinn- then Assistant Chief Fire Officer of Shropshire Fire and Rescue Service.  

it is understood that xxxx was personally contacted and invited to apply by xxxx, WMFR Authority Chairman. 

Confirmation of xxxx personal invite from xxxx is also requested to be confirmed. 

Can this be confirmed as appropriate under Freedom of Information. I understand this may be confirmation of number of applicants, interviews, etc.


Personal correspondence between two individuals is confidential and constitutes personal information under the Data Protection Act 2018. Therefore, this information is exempt under section 40(2) of the Freedom of Information Act 2000.

However, I can confirm for the Chief Fire Officer appointment process – 0-5 applications were received.


In addition, with regards to the 2023 Deputy CFO appointments process. Can we also confirm under FOI, the number of applications, number of applicants proceeding through the whole process (we are aware no appointment was made) and also any withdrawals of applications or from the process at any stage.


To protect individuals’ identity, I have provided information in number ranges. 

  • Joint DCFO / ACFO appointment process – 0- 10 applications received.  
  • 0-5 candidates proceeded through all stages of selection. 
  • 2 appointed to ACFO.
  • 0-5 candidate withdrew during the process.
