RE: FREEDOM OF INFORMATION ACT 2000 REQUEST  

West Midlands Fire Service has now completed its search for the information requested on 6th September 2023

Please find below a summary of our findings.

Request

I will need to analysis recorded data on these properties from the event of a fire in the area of Birmingham. The data I am looking for will include:

  • Total number of residential property fires in the area of Birmingham over the last 10 year (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc).
  • Number of persons died due to fire in HMO properties over the last 10 year (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc)

Please note that I do not need locations, or any names of individuals involved, I am only looking to review the recorded statistics regarding the properties themselves and if possible lethal levels of carbon dioxide and substances recorded in the system.

This information is exempt under section 21 of the Freedom of Information Act 2000 as this information is reasonably accessible to the requestor. Information concerning our total number of residential property fires in the area of Birmingham and number of persons died due to fire in HMO properties over the last 10 year on Birmingham Observatory website at the following link:

This information is exempt under section 1 of the Freedom of Information Act 2000 as we do not hold this information. WMFS do not hold an official register of HMO properties. We gather data from intelligence, through incidents, prevention activities and partner agency.  Information in relation to registered HMO maybe held by the appropriate local authorities.

  • How many of these residential property fires where HMO or believe to be HMO properties but not registered for this usage (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc)

This information is exempt under section 1 of the Freedom of Information Act 2000 as we do not hold this information. WMFS do not hold an official register of HMO properties. We gather data from intelligence, through incidents, prevention activities and partner agency.  Information in relation to registered HMO maybe held by the appropriate local authorities. 

Request

  • IF recorded where the HMO properties considered of a suitable standard for their intended use with regards to fire compartmentation and life safety systems installed.

(Please note the data taken below is not taken from residential property fires).

For the FSEC category of Houses in Multiple Occupation (HMO).

Between 1/04/2019 and 10/08/23 a total of 104 fire safety audits were conducted,  

This resulted in the issuing of 

  • 7 prohibitions.
  • 1 enforcement, and 
  • 1 alterations notice.  

In addition, post inspection

  • 20 of these premises received return audits.
  • 46 premises received no revisit letters, informing the Responsible Persons of fire safety deficiencies.
  • 27 of these premises were unsatisfactory. 
  • 22 of these premises were satisfactory.

We do not hold records that date back to 2012.

Request

  • If recorded level of carbon dioxide in the system per death over the last 10 year (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc), I apricate this may not have been recorded.

  • If recorded level of substance abuse (alcohol or drugs) in the system per death over the last 10 year (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc), I apricate this may not have been recorded.
  • If recorded level of substance abuse (alcohol or drugs) in the system per death over the last 10 year (on a year-by-year basis i.e. 2012, 2013 ,2014, 2015 etc), I apricate this may not have been recorded.

Please see below the requested data. Please note that data within the current financial year is subject to change as several incident workbooks are still outstanding. The second and third points are not recorded in the data. However, I have included if drugs or alcohol were suspected to have been involved in the incident.
