I am writing to confirm that the West Midlands Fire Service has now completed its search for the information you requested further to your freedom of information request.
Please find below a summary of our findings.

Have response times been affected by the introductions of LTNs in Kings Heath York Rd

We have looked at the average attendance times (assigned time + travel time) for the ward ‘Brandwood & King’s Heath’, Birmingham South only and the overall average for West Midlands.
LTNs were installed around October 2020, we have looked at the average attendance times between 01/10/19 – 01/10/20 and compared it with the attendance time for 01/10/20 – 01/10/21.
Average Attendance Times:
01/10/19 to 01/10/20 – Brandwood & King’s Heath average attendance time: 00:04:35
01/10/20 to 01/10/21 – Brandwood & King’s Heath average attendance time: 00:04:36
01/10/19 to 01/10/20 – Birmingham South average attendance time: 00:04:19
01/10/20 to 01/10/21 – Birmingham South average attendance time: 00:04:22
01/10/19 to 01/10/20 – West Midlands average attendance time: 00:04:37
01/10/20 to 01/10/21 – West Midlands average attendance time: 00:04:38
Please note:
The average attendance time is calculated using the assigned time (the time fire control alert the crew) + the travel time to the scene. The median average is used.
We are unable to confirm whether the LTNs have had any impact or whether other factors such as lockdowns and less cars on the road are the reason for a change in attendance times.
Crew can document delay reasons when attending an incident and between 01/10/19 to 01/10/20 the reason ‘Delay due to: Vehicle access problems’ was used on 55 occasions, compared with 60 occasions between 01/10/20 and 01/10/21.
Again, we cannot confirm whether this had any relation to any LTNs.
