West Midlands Fire Service has now completed its search for the information requested on 11th February 2021.

Please find below a summary of our findings.


I am contacting you under the Freedom of Information Act (FOIA) 2000 to request the following information regarding whether you have a tender and contract for hair, blood, urine and oral fluid drug and alcohol testing. The information we require includes both instant and samples submitted to a laboratory (not roadside testing).

Your tender may also be known as toxicology testing, drug and alcohol testing or substance misuse testing service. To help you, I am outlining my request as specifically as possible for the following:

A full copy of the most recent tender issued for hair, blood, urine and oral fluid drug and alcohol testing in a laboratory (not roadside testing).


Due to the low value of this contract a tender exercise was not required


The contract value, where possible.


The value is £350 pa plus tests


The start and end date of the most recent winning contract, plus any contract extensions.


Annual renewal June 2021


The organisation who won and currently delivers your drug and alcohol testing contract.




A list of the companies who submitted to the tender process and their ranking and scores.




The name of the person or team members who makes the decision within your police force to award hair, blood, urine and oral fluid drug and alcohol testing contracts.


With regards for the contact details of person or team who makes decisions, WMFS operates a single point of contact policy and callers are via HQ general contacts on 0330 058 9000. Furthermore, guidance from the Information Commissioner’s Office is as follows:

  • The presumption is in favour of protecting privacy, so the release of personal information will only be fair if there is a genuine reason to disclose.

This involves a three-stage test. A public authority will generally have to satisfy itself that:

  • There is a legitimate interest in disclosure;
  • The legitimate interest can only be met, or fully met, by the disclosure of information which identifies individuals (i.e. the disclosure is necessary to that purpose); and, the disclosure would not involve unwarranted detriment to the individual’s privacy or other rights and legitimate interests.
