RE: FREEDOM OF INFORMATION ACT 2000 REQUEST

West Midlands Fire Service has now completed its search for the information requested on 3rd July 2020

Please find below a summary of our findings.

Request.

  1. How many invoices were paid late (actual number rather than %) and what is the total value of invoices paid late?

Reply

See attached report which is produced from the Accounts Payable system.

Please note: The report is a basic comparison of invoice dates compared to payment dates and therefore does not reflect for all items, if for example, there was a dispute, delay in receiving the invoice or if goods and services had not been received on time”

Request.

  1. Is this split out by sector / category or can you identify SME suppliers that have been paid late? If so, what are the volumes values?

The Accounts Payable system only identifies between CIS and Trade supplier which is reflected in the report.

Request.

  1. How many claims have you processed for late payment of invoices? How many claims were successful and how many were rejected (and for what reason)? (Volumes and values of claims)

Reply

If any claims for late payment were to be accepted by the Budget Holder / Procurement, they would generally appear on subsequent invoices and would not be coded/identified separately and therefore this information is not readily available. The Accounts Payable system does not record rejected requests for payment and would be dealt with by individual Budget Holders.

  1. Do you have a documented process for late payment claims? If so, is this published and can it be shared? In the absence of a process, where should late payment claims be submitted?

Reply

The Authority does not have intentions to pay late and therefore a process for late payment claims. Any claims would need to be considered by the Budget Holder of the service being provided.
