West Midlands Fire Service has now completed its search for the information requested on 17th June 2019


  1. when there is an emergency incident what is the criteria of deploying an officer?


A Flexi Duty Command Officer will be informed of the following incidents –

All incidents which require an attendance of 2 pumps or more where the senior command level on both appliances is a crew commander.

All incidents where Level 2 asbestos is involved.

Any call requesting cautioning of trains.

Any SSC of a serious or unusual nature.

Any time when restricted levels of response (LOR) or minimum cover arrangements are in operation.

All calls to Birmingham or Coventry Airport, except alarms

Any injury to FS Personnel

Any call to an incident (fire) between planned revisits.

Any matter that appears to the Duty FC Officer to warrant the  attention of a Flexi Duty Command Officer.

A Flexi Duty Command Officer should respond to the following incidents -

All incidents which require a LOR of 3 pumps or more where the senior rank is a Crew Commander and fire-fighting or other actions are taking place

Any time stoppage or emergency isolation of trains is required.

All incidents which require 4 pumps or more.

All incidents where a person or persons are confirmed reported trapped.

All incidents involving fatalities

All incidents where radiation/hazardous substances are confirmed involved.

All Unlawful Acts

All Civil Disturbance incidents

All calls to Birmingham International Airport involving:-

Full Emergency

Full Emergency UA

Aircraft accident/fire on ground

Aircraft accident off the airport

All calls to primary fires at the same address within a 12 hour period (i.e. between the time the incident is left correct and the time of any subsequent call)

Serious damage to service property or premises

Accidents involving Fire Service vehicles.

Incidents at HM Prison, Birmingham

Any matter that appears to the Duty FC Officer to warrant the attention of a Flexi Duty Command Officer.

2. please answer the same question but for an area manager and group manager.


All incidents where assistance message of 10 pumps or more (Duty ACDR will respond)

All fatalities due to fire

Any SSC of a serious or unusual nature

Serious accidents involving service vehicles

Serious injuries to FS Personnel

Fire Service personnel deaths

Any Recall

All Unlawful Acts

Serious Civil Disturbances

Unavailability of particular special resources, e.g. CSV, IRU, HazMats.

Any matter that appears to the Duty FC Officer to warrant the attention of the Duty area Commander

3. can you confirm - how many station managers / area manager / group managers do you have?


Station Commanders – 48

Group Commanders – 13

Area Commanders – 6

(These are the numbers we currently have, I haven’t included anyone out on secondment)

4. are all station managers on call?



5. what is the rota times for on call officers?


Cover Shift is 24 hours (9 positive hours & 15 hours Standby hours during the week), weekend cover shift is the same times except the positive hours are (6 hours and Standby hours are 18 hours)

6. for those on call, do they have their own vehicles with blue lights?


Yes (these are their own private vehicles that an allowance is paid and not fleet vehicles)

7. for those who are on call during the night do they get paid per call out?
