I am writing to confirm that the West Midlands Fire Service has now completed its search for the information you requested on 12th July 2018.

Please find below a summary of our findings.


1 – What is the estimated financial cost for the current financial year (2018-19) to be borne by West Midlands Fire Service (WMFS) for the support of the National Fire Chiefs Council (NFCC) organisation?


The estimated cost in the financial year 2018/19 to support NFCC is £350k.


2 – How many staff are employed by West Midlands Fire Service (WMFS) to work on behalf of NFCC?


The No. of staff who are directly employed to work on behalf of NFCC is 8 (FTE 7.54).


3 – What is the average annual salary paid to staff who work on  behalf of NFCC?


The average salary is £33k. The average salary including Employer’s National Insurance and Pension contribution is £43k.


4 – What is the estimated annual cost of WMFS support services being utilised to support NFCC activities (including back office functions, premises and vehicles)?

5 – Does West Midlands Fire Service receive any external funding, to offset the costs of the NFCC being borne by WMFS? If so from where?


Yes, £350k is received from NFCC, as notified in Appendix D of the Budget & Precept 2018/19 report approved by the Fire Authority at its meeting on 19th February 2018.

6 – Was the cost to West Midlands Fire Service for running the NFCC organisation approved by the West Midlands Fire Authority (WMFA)?


There was no approval sought from the Fire Authority for the “running of the NFCC organisation”

This is not a requirement within Article 4 of the Authority’s constitution.


7 – If the answer to 5 above is ‘yes’ please provide a copy of the report to WMFA.
