RE: FREEDOM OF INFORMATION ACT 2000 REQUEST

I am writing to confirm that the West Midlands Fire Service has now completed its search for the information you requested on 12th May 2017.

Please find below a summary of our findings.

Request

Which? requests the following details regarding the number of fires caused by tumble dryers:

  1. For Hotpoint, Indesit, Proline, Swan and Creda tumble dryers (all brands

manufactured by Whirlpool) manufactured between April 2004 and October 2015 and

subject to the safety notice issued on 23rd November 2015, please provide the details

below. Please provide this as a breakdown by month for 2004 to 2017:

  1. a) the number of fires in the jurisdiction of each Fire Service identified or

suspected to be caused by the above dryers.

  1. b) the resources utilised by each Fire Service in extinguishing these fires

(e.g. fire fighters, support vehicles, breathing apparatus, fire pump

equipment, etc).

  1. c) a cost estimate for each Fire Service for the resources utilised.
  2. d) how many incidences of loss of life or injury have been caused by, or

suspected to be caused by, these dryers identified above.

For all tumble dryers (all brands), please provide the details below. Please provide

this as a breakdown by month for 2004 to 2017:

  1. a) the number of fires in the jurisdiction of each Fire Service identified or

suspected to be caused by dryers.

  1. b) the resources utilised by each Fire Service in extinguishing these fires

(e.g. fire fighters, support vehicles, breathing apparatus, fire pump

equipment, etc).

  1. c) a cost estimate for each Fire Service for the resources utilised.
  2. d) how many incidences of loss of life or injury have been caused by, or

suspected to be caused by, tumble dryers as above.

West Midlands Fire Service does not hold information about manufacture dates for all Whirlpool brands between April 2004 and October 2015 nor which models are subject to the safety notice issued on 23rd November 20 therefore exemption section 1 of the FOIA is applicable as we do not hold the information requested. We cannot provide information prior to April 2009 as we do not hold these records.

We have been able to provide you with some information and have attached it as a spreadsheet.  FOI17048

What is provided is as follows;

  1. Data records starting from April 2009 to present regarding incidents suspected to be related to tumble dryers;
  2. Information about resources utilised is contained in the attached spreadsheet. Please note to identify number of resources utilised please see column “hose reel used”, for number range 0-1 is one appliance and number arrange above 1 would number of appliances. E.g. 2 hose reels used will be 2 appliances.
  3. West Midlands Fire Service does not record the cost amount for each incident, so it is therefore exempt under Section 1 of the Freedom of Information 2000 Act. However it is possible to calculate a notional cost for each call out by applying the charging mechanism that is used to calculate Special Service call charges.

Please see spreadsheet additional sheet called ‘Cost’ attached for the cost of a Pump Rescue Ladder for Special Service calls for 2016-17.

If you wish to calculate a notional incident cost then this would per approximately one pump rescue ladder for one hour minimum per call out and any additional time spent over an hour in 15 minute intervals.
