I am writing to confirm that the West Midlands Fire Service has now completed its search for the information you requested on 8th January 2018

Please find below a summary of our findings.


I am writing to request FOI around the WMFS activities aligned to cost reductions in Response levels. With the probability of further reductions in funding, or extra workstreams not providing expected funding could you please provide me with any documentation around the following duty as response resources have not been changed for some time.
WMFS Financial Regulations – 2.49 To identify opportunities to minimise or eliminate resource requirements or consumption without having a detrimental effect on service delivery, thereby contributing to Fire Service efficiency targets.
1 Does the service have a “Resource plan”, or has carried out risk modelling reviews for reductions in fleet and stations to a lower level than the present situation? Could you provide me with the resource plan, any reports or minutes from meetings for the last three years detailing any, or multiple stations having changes to the number of riders on appliances, type of staffing such as LRFC, Day Crewing, RDS or permanent loss of appliances from the fleet. I am particularly interested in data with the changes potential to affect life risk/cost benefit outcomes?


Risk Modelling – Our resources are managed dynamically by fire control who have access to the Dynamic Cover Tool which models risk against the available resources at any given time which ensures we are able to distribute our available resources in the most efficient way possible to ensure that where possible we are able to meet our 5 minute attendance time for Cat 1 incidents.

Staffing & Stations – All our stations are staffed with wholetime personnel, we aim to crew our PRLs at 5 personnel, BRVs at 3 personnel and BSVs with 1 personnel. There are instances however, due to first day sickness where we will ride a PRL at 4 to keep the appliance on the run and available to attend calls. At the start of every shift, staffing numbers are reviewed to ensure to resources are in the most effective locations to reduce the risk to the communities of the West Midlands using the Dynamic Cover Tool.


2 What strategies are currently in place to reduce risk in areas with the highest risk levels, or lower the risk further in low risk areas most likely to see appliances removed, or crewing type altered following risk cover reviews or the Resource Plan? Could you please furnish me with any statistical evidence demonstrating that the prevention strategy is targeted and working?

3 Could you also provide any evidence that prevention work is audited, scrutinised and that the evidence from the safe and well process that prevention/response decisions are made on are robust, honest and reliable?


WMFS analyses information it obtains from incidents to profile those members of the community most at risk of: –

  1. Having an accidental dwelling fire


  1. Being a seriously or fatally injured casualty because of an accidental dwelling fire.

This information is used to target Safe and Well visits, which is WMFS’s primary prevention activity to reduce accidental dwelling fires, serious and fatal injuries.

Performance and progress is measured and monitored through Key Performance Indicators and targets set for: –

  • The number of accidental dwelling fires
  • The number of injuries from accidental dwelling fires
  • % of Safe & Well visits completed that were referred from partners
  • % of Safe & Well visits completed for those at risk and vulnerable to fire

Accidental dwelling fires are slightly down during quarter 3 of the financial year (October – December) than they were in 2016/17.  There have been 431 accidental dwelling fires this year compared with 445 in the same 3 months last year. There is a slight increase financial year to date of 1.9%.

Injuries from accidental dwelling fires are significantly lower year to date (April 17 – End December 18) that in 2016/17 with a % decrease of 20% year to date financial year 2017/18.  The greatest decrease was seen in December 2017 where there was a 53% decrease in the number of people injured in accidental dwelling fires.

Currently WMFS has a target of completing 50% of it’s Safe & Well visits because of referrals from partner organisations.  Between April 2017 and December 2017, the number of Safe & Well Visits completed because of referrals from Partners has increased from 36.6% at the end of June to 56.4% at the end of December.

Year to date (April – December 2017) 90% of Safe & Well visits have been completed with those identified as being at risk and vulnerable to fire.

The progress towards achieving these key performance indicators is monitored and scrutinised through the following regular meetings and reports:

  • Monthly service delivery performance meetings
  • Quarterly command performance reports and meetings
  • Quarterly Performance Improvement Monitoring reports and meetings
  • Scrutiny of performance at Quarterly Performance Review which is attended by the Chair of the Fire Authority Scrutiny Committee.
