I am writing to confirm that the West Midlands Fire Service has now completed its search for the information you requested on 8th September 2017.

Please find below a summary of our findings.


On how many occasions have

Hydraulic Platforms (HP)

Pump Rescue Ladders (PRL)

Brigade Response Vehicles (BRV)

Been “unavailable” for emergency calls due to insufficient staffing during whole shifts and part shifts between 1st January 2017 and the 31st August 2017.


WMFS has introduced a number of changes relating to type of resources and the method in which vehicles are crewed, in order to maintain Service Delivery to our Communities. This is based on our dynamic mobilising risk this involves using resources flexibly and efficiently in the approach to Emergency Core Management. This will result in a proportionate and appropriate initial response. Therefore, allowing Fire Control to alter or amend initial response decisions ‘to achieve the best match between incident needs and resources available at the earliest opportunity, to ensure those in need receive a safe and appropriate service.  To achieve this we have minimum number of operational staff being on duty every day , individuals who are, for example on maternity or paternity leave, detachments, restricted duties, long term sickness etc, will be covered the use of voluntary additional shifts.

Therefore information in relation to on how many occasions HP, PRL, BRV been unavailable for emergency call due to insufficient staff during whole shifts and part shifts between 1st January 2017 to 31st August 2017 is not record and will be difficult obtain from our systems. Therefore this information is exempt under section 1 of the Freedom of Information Act 2000 as we do not hold this information.
