All points related to firefighter recruitment between August 2017 to current day unless stated otherwise. All information can be redacted so no individual is identifiable (I.e I don’t require names, emails or addresses of candidates).

Point 1

I am doing some research based and would like to know the scores and pass marks you used in your online test (numerical, verbal and mechanical) with a breakdown of ethnicity and gender indicating who was successful and who was not. Can I have the results for aforementioned tests between August 2017 to current day.

The information you provide would show for example that a white male on 01/08/17 scored 8 out of 10 and passed. I think a spreadsheet would probably be best as I am sure there are many people. If you ran separate campaigns can you ensure this is indicated.

Recruitment is ongoing and not campaign based.

Dependent upon our requirements at the time both men and women / BAME and white, have needed to score 7 to progress.  Equally, during the most recent phase, all candidates who achieved 6 progressed to the next stage.

From August 2017 to current day, could you please tell me how many people were attracted month by month (by attracted I mean completed a valid online application) broken down by ethnicity and gender. This data must include ethnicity and gender together so one can conclude how many white women compared to BME women for example have been attracted.

Since August 2017 to current day can I have copies of the social media adverts (photos and wording) and targeting information. So for each advert what key words for targeting, gender information and an explanation for which geographical area was targeted if it wasn’t the West Midlands as a whole (for example 5km radius of Smethwick). Please can you ensure the dates these adverts were run and the duration.

All successful candidates (see table above) have passed the equipment carry and completed the test within 5 minutes and 47 seconds.

From April 2018 to April 2019 what was the total spend for firefighter recruitment? This cost is to include all staff costs (meaning staff directly or indirectly engaged with recruitment or recruitment activities such as attending selection events during work time), all contracts and social media spend and any use of facility that would have otherwise been chargeable (for example using a meeting space that is also available for hire).

Could this be broken down for total costs in each area (I.e stuff costs x).

No dedicated recruitment team.  Employees carry out recruitment activity as one element of their wider role. Recruitment activity is carried out on Fire Service premises.

How many non-disclosure agreements has your fire and rescue service agreed in each of the calendar years of, 2015, 2016, 2017, 2018 & 2019 (as much info as possible)? Please provide individual figures per year. Please also provide reasons for the agreements being agreed where possible (e.g. 2 whistleblower complaints). Please provide the total number of NDAs but also the different types of NDA agreements (e.g. whistleblower complaint/ / sexual harassment complaint etc.). Please make clear if the agreements concern commercial companies rather than employees. As this figure is less than 10 we are unable to provide the exact number as it may be identifiable to individuals.

  1. B) Please provide the total amount of financial compensation awarded as part of these agreements for the entirety of this period in £. The total sum of payments made for compromise eg. Along with a breakdown of the money paid out each year.

As part of our integrated risk management plan, we have a blended approach to fleet management using fire appliances, crewed at 4 and 5 riders and smaller brigade support vehicles crewed attend lesser incidents or support other appliances so will not be unavailable.

If there are  riders to crew a fire appliance then it may be used as a brigade support vehicle and attend lesser incidents or support other appliances so will not be unavailable.

There are occasions whereby fire appliances are unavailable due to insufficient crewing levels but information about this is being withheld under Section 38(b) of the Freedom of Information Act 2000 (FOIA) related to health and safety.

The reasons that we are withholding this information is because by disclosing this information to you, we would be releasing this information into the public domain as we publish all FOIA requests and responses on our website. We have considered that this information may highlight recurring patterns of unavailability and this information could be used to assist with unlawful activity that may adversely impact our communities.

Section 38 of FOI is a qualified exemption and means that we must consider a public interest test. In this case the safety of communities of the West Midlands outweighs the release of this information into the public domain.

With regards for the contact details of ICT Manager, WMFS ICT Department operates a single point of contact policy and callers are directed to the ICT Service Desk via HQ Reception on (0121) 380 6067. The call will be directed to the ICT Service Desk and allocated to the ICT specialist with responsibility for the specific service.
