Job location: West Midlands Fire Service Headquarters, 99 Vauxhall Road, Nechells, B7 4HW

Working hours: 37 hours per week

Salary: £30,507 – £32,029

You’ll need to demonstrate excellent understanding of the way the organisation works and the sector it operates in, as you will be helping the organisation to develop its functions, services and products to meet goals with internal and external stakeholders. . To manage projects, contracts and tenders allocated to them and oversee the timely and accurate progression of operationally significant purchases.

2. To prepare and progress contract arrangements for the supply of goods, services and works. Where appropriate engage in negotiations in accordance with internal Standing Orders.

3. To ensure adherence to EU procurement regulations, Health and Safety legislation, financial regulations and administrative procedures in relation to managing contracts, tenders and quotations.

4. To liaise with suppliers and external bodies and to foster user relationships to ensure that the goods or services purchased meet their need.

5. To represent the Service on key regional and national procurement projects.

6. To maintain an awareness of Public Sector Frameworks Agreements, .e.g. Government Procurement Service (GPS), The Consortium, YPO etc.

7. To draft/update specifications and purchase products ensuring stock and service levels are maintained.

8. To establish and maintain a contract renewal programme ensuring existing contracts are renewed on time.

9. To carry out market research into new and alternative products, services and suppliers including arranging trials and making recommendations.

10. To establish and manage a customer support programme, provide guidance and deliver training to customers.

11. To analyse the spend profile of internal customers, interpret the data and produce annual purchasing plans with the budget holder(s).

12. To establish and maintain a monitoring system of contracts against pre-determined key performance indicators and produce cost/performance data as required.

13. To provide guidance to the Central Purchasing Team.

14. To assist with the development and implementation of Procure to Pay and e-procurement processes and systems

15. To assist in the monitoring of budgets, the compilation of estimates and the production of statistical reports as required.

a) Awareness of Professional Buying Organisations and their framework agreements such as The Consortium, GPS and YPO
b) Knowledge of EU Procurement Directives
c) Effective consultation and negotiation skills
