Project Surveyor

Under the direction of the Facilities Manager you will Project Manage various schemes varying in value from £5k to £7m Involving Capital investment PPM, building alterations, internally generated projects, external influenced projects and WMFS new build projects.

Procure consultants, manage Projects ensure they are Procured correctly and that all Projects comply with current CDM regulations.

Procure R+D asbestos surveys and update registers across the property portfolio as required

Working hours: 37 hours per week based on flexi-time system

Salary: £41675 – £43662

To manage Capital projects under the general direction of the Facilities Manager.

• To oversee, Project manage and deliver projects within budget, on time and to a high quality. Projects will vary from £5k to £7m and as such will require a flexible approach to their delivery.

• When appropriate commission and appoint consultants for certain projects.

• To organise preliminary planning work and preparation of schemes for all new buildings and adaptations/extensions to existing buildings that are funded by either capital or revenue budgets.

• To compile costings, specifications and indicative schedules on proposed projects using Word, Excel spreadsheet, Project manager software as required.

• To manage projects, attend site meetings, liaise with operational staff, update FM staff, operational staff, consultants etc. with progress reports

• To facilitate the provision of technical drawings and plans in relation to alterations to premises, new buildings etc. and, where appropriate, submit plans and applications for Planning Permission and Building Regulations approval.

• As ‘Designer of Works’ to liaise with the Fire Authority’s Principal Planning Supervisor in the preparation of the pre-tender Health and Safety Plan for projects falling within the scope of the Construction (Design and Management) Regulations 1994.

• To carry out research and trial new products and methods and to carry out feasibility studies for new projects and provide budget costing.

• Present feasibility studies on proposed projects to WMFS management teams.

• To liaise with members of the Brigade and Lead Authority as required and advise on the monitoring and progressing of building and associated works according to agreed programmes of work.

• To provide guidance on general building matters (including electrical and mechanical) to Brigade staff as required.

• To have some responsibility for financial resources including the processing of invoices and raising of orders/payments.

• To ensure the Brigade undertakes its statutory duties with regard to repairs and maintenance of gas and electrical services and apparatus, all water supplies, plumbing, central heating plant, lifts etc. including undertaking cyclical contracts.

• To carry out the control of contractors’ work including detailing defects and financial aspects such as preparation of payment certificates and variation orders, checking and agreeing final invoices.

• To undertake the administration of Minor Works Contracts from award of contract to final completion including issue of variations, stage payments and imposition of liquidated damages as appropriate.

• To purchase services and equipment as outlined in the Authority’s Standing Orders including raising of orders and checking invoices.

• To undertake condition surveys of all Fire Service properties and to investigate building defects and recommend solutions.

• To uphold and actively promote the equality and diversity policies of the West Midlands Fire Service.

• To work within the health and safety policies of the West Midlands Fire Service.

• To undertake such other duties commensurate with the grade of the post as may be required.

Essential skills:

Construction Project Management experience.

Building related qualification, e.g. Degree, HNC or professional qualification or considerable and demonstrable experience of working within a similar project management role/environment.

Ability to demonstrate relevant knowledge, experience, practical skills to establish competence as defined under relevant legislation.

Hold a full driving licence.

He/she must be prepared to undertake professional update training as required.
Preferred skills:

Advantageous but not essential.

• Knowledge of Mechanical Engineering, Heating and Ventilation
• Commercial Boiler installation and maintenance
• NEBOSH certificate
• Training Structures.
